You have:
Village A (capital) with Palace level 20.
Village B with Residence level 10.
Village C with Residence level 20.
Village D with Residence with any level you want.

First, in the capital you make 3 settlers from Palace level 10 and then you build the Village B.
From Village B you make 3 settlers and the build the Village C.
In village C you make 3 settlers and build Village D.
Then make a senator and conquer Village B. In this way you will free a slot from Capital and you can make here other 3 senators.

Do not forget: when you conquer Village B with the senator:
- do not have any troops in village B;
- to demolish residence first.
